We do say in the terms and conditions http://gov2.net.au/about/competition-terms/ that: "Public sector agencies and agency teams can enter the Brainstorming competition. If a public sector agency or team wins a prize in the brainstorming competition a donation will be made to a charity of that team’s choice."
